Dennis Vrooman
President
Dennis Vrooman is the current President of the SAFE Family Justice Centers. He most recently retired as the Undersheriff of the Riverside County Sheriff’s Office after a 37-year law enforcement career. He began his career with the Downey Police Department and was one of the original founding members of the newly formed Murrieta Police Department in 1992 where he worked until he retired as a Captain in 2019. He was immediately appointed Assistant Sheriff, then Undersheriff by Sheriff Chad Bianco with the Riverside County Sheriff’s Office until his second retirement in 2022.
Dennis first became involved with Safe Alternatives for Everyone (S.A.F.E.) in 2004 when he was a Sergeant with Murrieta PD and participated in the department’s partnership with S.A.F.E.’s Police Activities League (PAL). The following year, he joined the SAFE Advisory Board. In 2013 he simultaneously served on the Board of Directors with the Friends of the Family Justice Centers. In 2018, when the two organizations merged into what is known today as the SAFE Family Justice Centers, he served as Vice President, and has been serving as the President of the non-profit organization since September 2021.
Dennis is committed to the mission of the SAFE Family Justice Centers by serving the victims of domestic and family violence. Dennis worked the early part of his career as a police officer in Southwest Riverside County before SAFE FJC was a resource to domestic violence victims and remembers the challenges for the deputies and officers who responded to these calls in finding emergency shelter services and navigating the complexities of the court system for obtaining a temporary restraining order and other victim services. Thankfully, SAFE FJC is now able to offer comprehensive crime victim services throughout Riverside County.
Dennis has been married to his wife Kim since 1989 and has been a resident of Southwest Riverside County since 1992. He has three grown children and eight granddaughters.
Jan Duran
Vice President
As Vice President of Sales with Corinthian Title Company, Jan Duran provides title and escrow service and education to the Real Estate community throughout Southwest Riverside County. Jan supports the community as a member of the Governing Board of Southwest Healthcare Inland Valley Hospital and Southwest Healthcare Rancho Springs Hospital.
She has been a member of the Safe Family Justice Centers Executive Board of Directors since 2007. Jan is the Past CEO and current Advisory Board member for Professional Women’s Roundtable, a non-profit organization dedicated to helping women achieve professional success through mentoring and networking.
Jan is married and has four adult children and five grandchildren. She enjoys travel and spending time with family and friends as well as reading, cooking, wine, and the great outdoors. She spends time between homes in Murrieta and Lake Havasu.
Tracy Bouvet
Secretary
Tracy Bouvet is a real estate agent and local business owner. Her and her husband Adam own Bouvet Properties and co-own The Mill restaurant in Murrieta.
Erik McLeod
Treasurer
Erik McLeod is an SVP Director of Commercial Banking at Pacific Premiere Bank. He has a bachelor’s degree focused in Finance from California State University San Marcos. Erik is the current Treasurer for the SAFE FJC Board of Directors and Chair for the SWING for SAFE Charity Golf Classic.
Maureen Ritchart
Director
Maureen “Mo” Ritchart is a Retired Systems Analyst specializing in Medical Device Companies. She has her Bachelor’s Degree in Business Management and Computer Science. Currently, she is enjoying life as a mother and grandmother. Mo has a passion for philanthropy serving on various non-profit boards including the SAFE FJC Board of Directors. Mo has been a long-time supporter and leader in development and fundraising. “I love to help others and make their lives ‘Mo Better’. This is why I chose to become involved and serve with Safe Family Justice Centers. It’s an organization that actually helps people turn their lives around for the better.”
Chief Tony Conrad
Director
Chief Anthony Conrad has been serving as Murrieta’s Police Chief since December 2020. City Manager Kim Summers swore in Chief Conrad as the department’s 7th Chief of Police since it was established in 1992.
Chief Conrad began his law enforcement career in 1995 as a police officer with the San Diego Police Department. During his eight years with SDPD, he worked at two of the department’s busiest divisions and served as a Field Training Officer and a member of their SWAT team.
In 2003, Chief Conrad was hired by the Murrieta Police Department and became the department’s 44th officer hired since inception. During his 19 years with Murrieta, Chief Conrad has worked a variety of assignments including patrol operations, investigations, narcotics, and administration. He served 7 years as Commander of the Murrieta SWAT team and was working as the department’s Operations Captain at the time of his appointment to Chief.
Chief Conrad graduated from San Diego State University with a Bachelor’s Degree in Business in 1995. He holds a Master’s Degree from Azusa Pacific University in Organizational Leadership (2006) and attended the Senior Management Institute for Police at Boston University in 2017. Chief Conrad serves as the CCPEC Liaison Chief for Riverside County Chiefs and Sheriff and also serves on the PSEC Board.
In 2021, Chief Conrad not only led the department through the challenges of the pandemic but also successfully partnered his agency with the newly formed Menifee PD. Murrieta’s Communication Center now dispatches all radio calls for the City of Menifee as well as Murrieta Police and Fire. It is estimated the Communications Center personnel at Murrieta process over 330,000 tasks yearly for over 220,000 residents.
Under Chief Conrad’s leadership, the Murrieta Police Department has adopted cutting-edge technology-based software throughout the department. (Lic Plate Readers, Carbyne, BWC, Use of Force Tracking).
Chief Conrad believes strongly in a collaborative approach to law enforcement and works with all the stakeholders in the community. He meets with the community on a very regular basis. He believes the Police Chief’s primary mission is keeping the community safe while building trust and confidence with the residents and business owners through a sound community/police partnership model. Chief Conrad is an advocate for victim’s rights and believes the role of law enforcement is to enforce the rule of law. The Murrieta Police Department remains a proactive police department that prides itself on delivering the best service possible every day.
Tiffany Scarborough
Director
Tiffany Scarborough earned her bachelor degree from UC Irvine and her J.D. from Santa Clara Law. Tiffany has provided successful representation to private, business, and non-profit clients since 1995. Tiffany began her career as a litigator and has secured favorable results for both plaintiffs and defendants. While continuing as a litigator, Tiffany also has a very successful corporate and transactional practice, Scarborough Law.
Chris Durham
Director
Captain Chris Durham began his career as a Sheriff’s Deputy in 2001 in Moreno Valley, soon promoted to Corporal and then served as an Investigator. In 2010 he was promoted to Sergeant at the Smith Correctional Facility and then transferred as Sergeant to the Perris Station overseeing aspects of a multi-agency Gang Task Force. Durham also served as Sheriff’s Sergeant at the Southwest Justice Center until he was promoted to Lieutenant in 2019 and transferred to the Moreno Valley Station. From there, Durham transitioned to become Temecula Police Chief and Captain of the Southwest Station. Durham also holds a Master’s Degree in Management and Bachelor’s Degree in Criminal Justice.
CHIEF CHRIS KARRER
Director
Chief Karrer began his public service career in 1994 when he joined the United States Marine Corps. He graduated from the Golden West College police academy after being hired by the Hemet Police Department in January 2000 and in September 2001 he lateraled to the Los Alamitos Police Department where he worked for 18 years.
During his career, he has served as a patrol officer, Field Training Officer, Detective, Traffic Collision Reconstructionist, Patrol Corporal, Patrol and Investigation Sergeant, Support Services Captain, and Operations Captain. Chief Karrer made his most recent move to the Menifee Police Department in November of 2019 where he oversaw the Operations Division. Chief Karrer is a member of ARCCOPS (Association of Riverside County Chiefs of Police and Sheriff), the California Police Chiefs Association, and the International Association of Chiefs of Police. He is also a board member of the Riverside County Chapter of TIP (Trauma Intervention Program) and the SAFE Family Justice Centers.
Anna Marie Mestas
Director
Anna Marie Mestas is a current franchisee of McDonald’s located in the city of Murrieta. In January 2023, her McDonald’s location, along with five other Riverside County locations, donated 25% of their sales for the day directly to the family of fallen Riverside County Sheriff’s Deputy Darnell Calhoun who was fatally shot responding to a domestic violence call. Her philanthropic spirit led her to the SAFE Family Justice Centers Board of Directors.
Brian Maher
Director
Brian Maher, a dedicated advocate with a non-profit background, served as Chairman of the Board of Directors at Clackamas Women’s Services for 7 years, working to empower women and children to break free from domestic and sexual violence. As a leader at Clackamas Service Center for 17 years, Brian spearheaded initiatives to combat poverty and hunger in Clackamas and Multnomah counties. Additionally, Brian contributed his expertise as President of the Mansions at Summerlinn Condominiums, fostering a safe and unified community for nearly a decade. With over three decades of experience as a Senior Global Product Manager at Blount International, Inc./Oregon Tool, Brian demonstrated his strategic prowess in managing forestry product lines and driving long-term growth.
Brian Tully
Director
Chief of Police – Indio Police Department
Brian Tully has served over 25 years in public safety and has been with the Indio Police Department since January 2018. He became the 20th Chief of Police for the City of Indio on March 25, 2024. When he first arrived at the department in 2018, he served as the Assistant Chief of the Field Services Division and later served as the Assistant Chief of the Investigative Services Division. Chief Tully has recently been the project manager for the newly built state-of-the-art Dispatch Center and Public Safety Services Building, a major expansion of the City of Indio’s Public Safety Campus.
Throughout his tenure as an Assistant Chief, he managed patrol personnel who were responsible for handling calls for service and conducting proactive patrol activities. He also oversaw IPD’s Community Outreach Unit and special events, which include but are not limited to, the annual Coachella Music and Arts Festival and Stagecoach. Additionally, while overseeing Investigative Services, he managed the Professional Standards Unit, Major Crimes Unit, and Street Crimes Unit tasked with all major investigations.
Chief Tully was raised in San Bernardino and graduated from San Gorgonio High School. He attended California State University, San Bernardino where he received a Bachelor of Science degree in Business Administration. He is a graduate of the West Point Leadership Program, California Commission on Peace Officer Standards and Training (POST) Command College, and the FBI National Academy. He recently completed his Master of Business Administration degree from Washington State University.
Chief Tully began his career in law enforcement with the San Bernardino Police Department (SBPD) in 1994. He worked a wide variety of assignments during his career with SBPD including Patrol Officer, Distressed Neighborhood Grant Team Officer, K-9 Officer, and SWAT Officer. Brian was promoted to the rank of Detective in 2004, where he was assigned to Burglary, Fraud, and Forgery. In 2006, he was promoted to Sergeant and assigned to Patrol. He held assignments as the Northeast District Operations Sergeant, Crime Impact Team Sergeant, Hostage and Negotiations Sergeant, K-9 Sergeant, Chief’s Executive Officer, Patrol Executive Officer, and Investigations Sergeant. In 2011, he was promoted to Lieutenant and was assigned as the Watch Commander, Northeast Area Commander, K-9 Unit Lieutenant, Investigations Unit Lieutenant, and Professional Standards Unit Lieutenant. He has also managed the Property/Evidence Unit, Forensics Unit, and Crime Analysis.
Chief Tully and his wife, Deb, have three adult children, live in the City of Indio, and enjoy community outreach and interactions with the citizens of the City of Indio and Coachella Valley.
